a significant boost leak. You really do not know how rich your running because you are pegging the dyno wideband sensor and it can not even measure how rich you really are running. The chip is not likely the problem unless you simply have the wrong program. The ECU reads the air the turbo sucks and provides fuel for the air it is reading. When you have a boost leak, the ECU reads all the air the turbo pulls, if that air does not get to the engine from a boost leak, the engine is getting all the fuel for the air the turbo pulls, but the engine is not getting all the air due to the boost leak. A boost leak is the most likely cause for a crazy rich condition such as you have. Yes other things could cause it, but they are way less common and much less likely. Turbo outlet hoses are very common, the charcoal canisters leaking are becoming more common. fuel rail seals can cause it, the list goes on, boost leaking is likely what your going to find causing your condition.
